This page explains important categories of Pennsylvania and Pittsburgh-area requirements that can affect property-improvement work. It is general information, not a substitute for the actual law or project-specific legal advice.

Current Credentials and Project-Specific Requirements

Novarenthelle is a new business. Registration, insurance, licensing, certification, and permit information applicable to a project will be provided where required by law, the customer, the property, or the written agreement. This website does not represent that a specific credential has been issued unless the credential or registration number is expressly stated.

Before relying on a credential for a project, customers may request current documentation and may verify contractor or permit information through the applicable government agency.

Pennsylvania Home Improvement Consumer Protection Act (HICPA)

Pennsylvania’s Office of Attorney General states that contractors who perform at least $5,000 of home improvements per year generally must register under HICPA. The law also regulates covered consumer home-improvement contracts and advertising. Among other requirements, the Attorney General explains that covered home-improvement contracts over $500 must be in writing and include required information, and that registration numbers must appear in Pennsylvania advertisements, contracts, estimates, and proposals after registration is required and issued.

For covered projects over $5,000, the Attorney General explains that down payments are generally limited to one-third of the contract price plus the cost of special-order materials. Covered consumers also have statutory cancellation rights in many situations. Those rights and requirements are not waived by this website.

City of Pittsburgh Permits and Contractor Licensing

Within the City of Pittsburgh, permit and contractor-license requirements depend on the structure and work scope. The City states that a General Contractor License is required for all work performed under a Commercial Building Development Application and for certain other work, including renovations or additions to one- or two-family rental or investment properties. Other work may require trade-specific licensing or a valid Pennsylvania HIC registration where allowed by City rules.

Permit applications, permit-holder requirements, inspections, and licensing should be evaluated before work begins when the scope triggers those requirements.

Lead-Safe Renovation in Pre-1978 Housing

The U.S. Environmental Protection Agency’s Renovation, Repair and Painting (RRP) Rule applies to many paid renovation, repair, and painting activities that disturb painted surfaces in pre-1978 housing and child-occupied facilities. EPA states that covered firms must be certified and must use trained certified renovators and lead-safe work practices.

The age and use of a property can therefore affect whether painting, wall repair, demolition, window work, trim work, or other surface-disturbing activities can proceed under ordinary methods.

Specialty Trades and Professional Services

Electrical, plumbing, HVAC, structural, fire-protection, environmental, engineering, architectural, and other specialized scopes can carry separate licensing, permit, certification, inspection, or professional-responsibility requirements. Novarenthelle may exclude such work, coordinate with appropriately qualified providers, or require the customer to contract directly with the appropriate professional depending on the project agreement.

Hazardous and Regulated Conditions

Ordinary property work is not the same as hazardous-material abatement or environmental remediation. Suspected asbestos, lead hazards outside ordinary certified RRP scope, mold requiring specialized remediation, sewage, biohazards, chemicals, fuel, medical waste, explosives, radioactive materials, or other regulated conditions may require testing, licensed remediation, specialized disposal, government notification, or complete exclusion from Novarenthelle’s scope.

Written Agreements Control

Website descriptions are not project contracts. The applicable estimate, proposal, work authorization, or contract should identify the scope, exclusions, price, payment structure, responsibilities, access, permits, change-order process, warranty if any, and other project-specific terms. Where consumer-protection law mandates particular language or rights, the written agreement must be prepared and used accordingly.

Before public launch: If Novarenthelle becomes subject to Pennsylvania HIC registration, the issued PA registration number should be displayed clearly in Pennsylvania advertising and included in estimates, proposals, and contracts as required. Do not insert a placeholder or invented number.
